Nobody knows at this moment whether Hamas is 'deterable'. The question depends on whether Hamas actually intends to fight to the last man and on the efficacy of the IDF’s ground war.
Pollack later refers to Hezbollah's cessation of militant activity on the Northern border to suggest that Israel's 2009 offensive could be an effective move against Qassam rockets. The difference is, is that Hezbollah has now been incorporated in the Lebanese political system in the National Unity Government, and is recognized within its own state, as a legitimate political power in itself, despite being viewed as a terrorist organisation internationally. Hamas, however, is neither recognized regionally or internationally (exceptions permitting), and has nothing to lose, and everything to 'sacrifice'.
